POSITION DESCRIPTION

Job Title:  System Analyst  / Programmer

Section A: Objectives/Purpose of the Job

Position Summary:

Client Facing: The candidate must possess Healthcare industry experience to work with the stakeholders to understand business requirement and recommend industry best practice solutions.  Managing expectations of senior stakeholders and maintaining a healthy and consistent pipeline of project and changes is a must.

Project Ownership/Solution Delivery:  Overall responsible for the design and delivery Health Industry system of Internet/ Intranet/Extranet  System projects.  Review and approve all business requirements in projects and change requests.  Ensure projects are completed on time, scope, and within budget.  Ensure governance and adherence to project delivery standards.  Review new initiatives and solutions and eventually incorporate them into the global Application design of Clinical Management System (CMS)  and any kind of related with system  application integration with CMS  .

Operational Excellence:  Ensure issues and changes in CMS and related systems  are addressed within expected SLAs.  Ensure continuous improvements to the systems and processes through proactive review and optimization initiatives with the business.  Recommend and implement major improvements that have significant benefit to IT or the business.

• Tertiary qualifications in computer science or business

• Project management

• Stakeholder management (e.g  Manager, Senior Mgrs etc)

• Technical / Professional Skills

Understanding of MVC design Patterns

Expert in SQL/MYSQL/ Non SQL databases and their declarative query languages  and creating database schemas that represent and supporting business processes

Experience working with Agile (Scrum) project team development environments

Expert in integration of multiple data sources and databases into one system

Expert in common PHP or web server exploits and their solutions

Basic understanding of front-end technologies such as JavaScript, HTML5 and CSS3

Understanding of Bootstrap 4

Expert in Application Development Framework (ADF) / IDE

• PMI or ITIL certified  is added advantage
• Understanding the fully synchronous behaviour of PHP
• Understanding accessibility and security compliance and fundamental principles behind scalable application
• Proficient understanding of code versioning tools such as Git
• Understanding of Trello/Jira

• Excellent interpersonal and organizational skills, ability to handle diverse situations, multiple projects and rapidly changing priorities
• Excellent interpersonal skills, in dealing with remote managing and communications with Head Quarter in Singapore staff and various multi-discipline groups and teams
• Strong analytical skills and good problem solving skills.
• Must possess practical project experience in development and deliver effective solution development capabilities.
• Good verbal and written communication skills
• Demonstrate a willingness to take ownership of solutions
• Open Communication: Preparedness to express and share knowledge and views on a continual basis
